National Women’s History Month grew out of an effort to recognize and celebrate the accomplishments of women in American History. This year's theme, Women: Builders of Communities and Dreams, honors the spirit of possibility and hope set in motion by generations of women in their creation of communities and their encouragement of dreams. The theme honors women for bringing communities together and restoring hope in the face of impossible odds. Community comes in many forms, and dreams change, expand, and are sometimes fulfilled.

For the past century the issue of sex-specific protective labor legislation has divided proponents of women's emancipation and generated debates that have shaped the meaning of feminism, equality, rights, and public welfare. Historically the legislation has derived from the theory that women's unique capacity to be mothers renders them unequal to men in the work force and therefore specially entitled to legal protection. This track looks to address "the dilemma of equality and difference that has haunted the feminist movement (and labor history) since its advent." Woman Suffragists in America secured the right to vote for all females regardless of race, ethnicity or class. Obtaining universal suffrage was not small feat. Woman had to campaign and lobby long and hard in order to extend the vote to all US adult citizens. Universal suffrage, an extension of civil liberties, provided a venue for women to actively participate in this nation’s democracy and therefore, become full fledged citizens.
