The federal HIPAA security regulations that went into effect in 2005 stipulated that electronic communications that contain Protected Health Information (PHI) must be transmitted in a manner that protects the confidentiality of patient information. Since most email is transmitted in unencrypted formats, special software solutions are required for use by all medical institutions.
